You can open Turn Windows features on or off to disable tools that you don't want to use for Windows 7. Extract the iso image file to the shared network folder. Then, on the Select Features page, expand Remote Server Administration Tools , and then select the tools that you want to install. I fixed the error.

They would prefer you to use PowerShell, Server manager or Windows Administration Centre, but something being different doesn't make it bad, this isn't the first change and wont be the last..

FOD has been talked about a lot, if you are not an insider and don't subscribed to TechNet articles - how do you want them to inform you? You don't need to be online, but you wont get it if it is not imported in to WSUS packages. Hence you needed the media. Brand Representative for AJ Tek. Took me ages looking for this as the features were "available" but wouldn't install onto the PC. No error, just nothing happened. Just a thought. If you are connected to a work domain, and that domain uses Windows Server Update Services WSUS to serve updates to local clients, you need to add an exception so optional features can be downloaded directly from Microsoft, or, your update administrator needs to add the RSAT tools to your WSUS server.
